Vermont Legalizes Permanent Takeaway Cocktails
Vermont has officially become the latest state to pass legislation allowing the permanent sale of cocktails to-go, following a bill approval on May 9, 2023. This new law, known as H.339, is set to enhance the local hospitality industry’s recovery after financial struggles during the pandemic. Once signed by Governor Phil Scott, this measure will ensure that establishments can continue selling takeaway cocktails beyond the temporary arrangement, which is set to expire on July 1, 2025.
The initiative was originally introduced as an economic relief strategy to assist bars and restaurants in regaining stability. Vermont now joins over 30 states, including Arizona, Florida, and Texas, in making cocktails to-go a permanent legal option.
Andy Deloney, Senior Vice President at the Distilled Spirits Council of the US, expressed strong support for the legislation, highlighting its positive impact on local revenue and consumer convenience. He remarked, “Cocktails to-go have not only been a great additional source of revenue for local bars and restaurants, but adult consumers have come to expect the added convenience they offer.”
The ongoing challenges of staffing shortages, supply chain disruptions, and inflation have placed additional pressure on hospitality businesses, making this permanent measure crucial for long-term stability. Deloney urged the governor to ratify H.339 promptly, emphasizing its importance for both Vermont’s businesses and its consumers.
While Vermont takes this significant step, other states still face the uncertain future of their temporary measures. For instance, California’s allowance is set to expire on December 31, 2026, while New York’s will end on April 9, 2030.
As the landscape of cocktail laws evolves, the permanent legalization in Vermont signals a shift towards adapting to new consumer preferences and ensuring the resilience of the state’s hospitality industry.
