BURLINGTON, VT — Vermont lawmakers left the Statehouse shortly before midnight Friday without reaching a compromise on an education reform package that has dominated discussions for much of the 2025 legislative session. After 15 hours of negotiations, House Speaker Jill Krowinski and Senate President Pro Tempore Phil Baruth announced a delay in adjournment until mid-June, allowing more time for negotiation.

However, tensions surfaced as House Majority Leader Lori Houghton indicated that her chamber has found more productive discussions with Scott than with Senate Democrats. "The issue is between the House and the Senate more than the House and the governor," she remarked.

While lower-level agreements have emerged, like allowing a special panel to manage school district boundaries, major concerns remain regarding tax implications of the proposed formula, which could shift financial burdens among communities.
Complicating negotiations, rising concerns about potential tax increases emerged late in discussions. An offered amendment would allow districts to spend below the proposed formula’s guidelines, but skepticism arose over its implications for the state’s education fund.
Adding to the intricate dynamics, the divided government has shifted the focus of discussions, as evidenced by the recent housing bill’s approval. However, Democrats express frustration over perceived neglect of pressing health care issues, emphasizing the urgency of a healthcare crisis that could be exacerbated by upcoming federal budget cuts.
