Vermont Sanctuary Jurisdictions Stand Firm Against Federal Pressure
On May 21, 2025, students from Champlain Valley Union High School staged a walkout supporting immigrant students, highlighting ongoing tensions between Vermont and federal immigration policies. Recently, the Department of Homeland Security listed Vermont and three cities as “sanctuary jurisdictions,” a designation viewed negatively by the Trump administration, which labels such areas as obstructing federal immigration enforcement.
Vermont officials emphasized their commitment to complying with federal immigration laws while fostering trust within immigrant communities. Amanda Wheeler, spokesperson for Gov. Phil Scott, stated that Vermont does not act as a sanctuary state but adheres to better policing practices that protect Constitutional rights. This follows an updated policing policy last year designed to reduce bias against individuals based on citizenship.
Municipal responses vary across the state. The Winooski School District recently passed a sanctuary school policy to protect students regardless of immigration status, while Burlington maintains a fair and impartial policing policy aimed at preventing discrimination and fostering community safety.
Despite federal threats to cut funding for non-compliance, local leaders insist their policies do not violate federal law. Burlington Mayor Emma Mulvaney-Stanak reinforced the city’s commitment to safeguarding all residents while building community trust.
This controversy comes amid heightened federal immigration enforcement, contributing to anxiety within local immigrant families. Leaders like Shabnam Nolan, executive director of the King Street Center, voiced concerns about the eroding sense of belonging among youth due to the climate of fear generated by federal actions.
Attorney General Charity Clark affirmed Vermont’s readiness to defend its existing policies and support immigrant rights against federal overreach. As the situation evolves, local organizations remain resolute in their commitment to provide stability and support for their communities.
