Public Assets Institute Raises Concerns Over Education Transformation Legislation

Montpelier, VT — The Committee of Conference has advanced a controversial education transformation bill set for a full vote in the Vermont legislature on Monday, June 16th. Despite the urgency for reform, the report produced by the committee fails to resolve critical issues within the state’s educational system and introduces troubling new challenges.

Among the proposed changes, the bill emphasizes cost-cutting through state-directed school consolidations, job reductions for educators, and significant cuts to Pre-K and special education services. In a troubling move, it also allows high schools receiving tuitioned students to charge an additional 5% above the foundational amount requested by independent schools. The plan accelerates implementation timelines, mandating new district boundaries by July 1, 2026.

Critics, including Senior Policy Analyst Jack Hoffman, argue that the bill perpetuates issues unresolved in previous reforms, such as Act 46. Esteemed concerns include the failure to account for rising health insurance costs and increasing mental health needs among students. Additionally, the proposal mandates sweeping changes without thorough impact analysis, opting instead for a uniform spending model that may force many districts to slash budgets and raise local taxes.

The initiative has raised alarm bells for its perceived anti-democratic nature by diminishing local control over school budgets. Critics contend that consolidating the number of school districts from 119 to just 10-20 will disproportionately affect communities, primarily harming educational opportunities and governance.

While aiming for fiscal responsibility, the bill’s approach could inadvertently redirect public funds to private institutions and necessitate costly infrastructure investments.
