Governor Phil Scott Signs Legislation Expanding Family Leave Protections in Vermont
Montpelier, VT — In a significant move to support Vermont workers, Governor Phil Scott has officially signed legislation that broadens the state’s unpaid family leave law. Set to take effect on July 1, 2025, the law extends protections to employees of businesses with ten or more staff members, enhancing access to safe leave, bereavement leave, and qualifying exigency leave.
Under the revised law, the definition of "family member" has been broadened significantly. Previously limited to immediate relatives, the new definition includes a diverse range of relationships such as spouses, domestic partners, foster children, legal guardians, and individuals stood in loco parentis. This expansion allows employees to take up to 12 weeks of leave for qualifying family-related events, including the care of grandparents, grandchildren, and siblings.
The legislation introduces "safe leave," which grants employees time off if they or a family member are victims of domestic violence, sexual assault, or stalking. This leave supports individuals seeking medical care, counseling, or legal services, and allows them to pursue safety planning or relocation. Additionally, the law accommodates "qualifying exigency leave," which applies when a close family member is called to active military duty, allowing access to the same 12-week leave.
Bereavement leave is now also included within the legislation. While this leave accounts for part of the total 12 weeks, employees can take up to five consecutive workdays following the death of a defined family member for bereavement purposes.
